Rutur is a conman who sold Scanlan fusaka as a drug. As an NPC, Rutur is played by Matthew Mercer.

Rutur is a half-orc with short, slicked-back hair over the edge of his scalp, a well-trimmed goatee and a very big hoop gold earring in one ear.[1]

"A Traveler's Gamble" (1x66)[]
Apparently tipped off by his half-elf partner that Scanlan believed fusaka to be an illicit, hard-to-acquire, extremely expensive substance, Rutur posed as a purveyor of such goods and sold Scanlan two satchels of fusaka for 400 gold. Afterward, when Scanlan finally asked outright whether it was a drug, Rutur assured him that it was, but that it doesn't take effect immediately.
Later, Jarett was told that Scanlan had paid 50 gold for the fusaka, and laughingly told Scanlan that he'd been swindled.[2]
"Unfinished Business" (1x100)[]
Scanlan explains to the other members of Vox Machina that, a month or two after leaving them, he (and Kaylie) returned to Ank'Harel to get revenge on Rutur and the half-elf for conning him. He hired their counterfeiter away, putting them out of business.[3]
