In contrast to Exandria Unlimited: Calamity and Downfall, the characters are not affluent or super-powerful, but rather just people trying to cope with huge changes.[4] Brennan Lee Mulligan came up with the game design concept of having the players as "level zero characters" and this idea was "further developed during a collaborative character creation session with" the players.[5] The goal was to "capture" a "sense of helplessness" and the experience of "average individuals" in this time period.[5]

Alexander Ward revealed in an interview that one of the few ways their characters could start with additional powers (in the form of feats) was sacrificing 4 points from ability scores.[6]

It was revealed that Matthew Mercer was the only player who wasn't fully aware of his own character's identity, as Brennan wanted to surprise him by revealing that he had been the avatar of the All-Hammer, god of creation. Brennan pitched the idea to Marisha Ray, Dani Carr, and Kyle Shire in secret, receiving their approval to trick Matt and surprise him in the last episode.[7] There were, however, some hints about it from the very beginning of the miniseries, since the All-Hammer was mentioned, along with the Platinum Dragon, and the Moonweaver, as gods that had allegedly died during the Calamity.[8]
