The Council of Seven Scepters is a union of the highborn giants ruling from the tallest spire of Jovatthon. It convenes annually for one week. Each giant civilization is represented by one giant, except for the cloud giants who have two kings on the council, to serve and keep the rulers of each city-state in check.

Already threatened from the fast-breeding humans and vengeful lowborn, the last thing the highborn desire is infighting. When the council meets, its members deliberate on how best to maintain peace and prosperity between their kin.[1][2]

Two of the seven thrones have remained empty for generations: Hillqueen Ovam'mura of the hill giants refused to surrender her scepter when her people were banished, and the Scepter of Wodensdottr has remained technically unclaimed since the demigod Woden abandoned the storm giants after the fall of Tempestar.[3][2]

  • Ardokles, the City-King and co-ruler of the cloud giant city-state Jovatthon, together with his husband Vasilios, who both reigned over the city from at least 812 PD to the beginning of 836 PD.[2]
  • Vasilios, the War-King and co-ruler of the cloud giant city-state Jovatthon alongside his husband Ardokles.[2]
  • Galadawna, leader of the storm giants, attends all meetings but refuses to claim her throne or scepter.[2]
  • Hillqueen Ovam'mura, the hill giant's representative, refused to surrender her scepter when her people were banished by the council.[1][2]

Trivia[]

  • It is unknown if, in the times before their curse, the fomorians were considered highborn giantkin, or if they were always seen as lowborn. If this council can be used as a reference, either the fomorians were always lowborn, or said council was established after their corruption, and that is why there is no throne and scepter dedicated to these giants.
