The cloak includes a capelet and is made of blue crushed velvet with a dark red lining.[4]

As a bonus action, the wearer can make it billow dramatically.[1][5]
History[]
The Mighty Nein purchased the cloak of billowing from Pumat Sol, who showed it off to them at The Invulnerable Vagrant, while preparing for their trip to Eiselcross.[6] It is unclear who specifically in the Mighty Nein took it, as it was not used after the initial purchase.
