Bulray was a bugbear elder and leader of a group of goblin, hobgoblin, and bugbear peasant refugees in Torm's Hill at the beginning of the Divergence.[1] As an NPC, Bulray was played by Brennan Lee Mulligan.
Description[]
Bulray was older and his body bore traces of what appeared to have been public discipline sustained under the rule of the Strife Emperor. He had unusually long arms that extended past his knees.[1]

Background[]
A long time ago when Bulray was young, he believed in the Strife Emperor "because it's what we were allowed to believe in". Then a beautiful young female bugbear came to the village and taught him the difference between a ruler and a leader: the former goes on top, while a leader goes underneath and holds the weight others cannot, by being sturdy and strong. Bulray was later taken from his family and sent to work in the ash fields by soldiers of the Strife Emperor.[2]
"Seven of Them" (E4x02)[]
Bulray was seen speaking with Klasara Bandy and Nez Pilch, the leaders of Torm's Hill, about what was to be done when the refugees from Rybad-Kol arrived there. Later, he had his men learn from Garen how to build a wall to protect the village from floodwaters, and was placed in charge of the distribution of tools and supplies. He survived the attack on the village and had his troops check to ensure the slain soldiers had been acting alone.
"Mirror and Key" (E4x03)[]
When Garen, Erro, Nia, Fiedra, and Crokas were about to leave Torm's Hill, Bulray said goodbye to the dwarf, holding a hammer, and promised him that he would remember his lessons.
